APPOINTMENT OF DIRECTORS IN CPSUs/PSBs

be pleased to state:
(a) whether the Government has any plan to expedite the process of appointment of Directors/Women Directors in the Central Public Sector Undertakings (CPSUs) and Public Sector Banks (PSBs) and if so, the details thereof;
(b) the details of Directors/Women Directors appointed in various CPSUs and PSBs during the last three years, year-wise;
(c) whether the Government has any data on qualified men/women in the country to be appointed as Director in various CPSUs and PSBs; and

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF THE STARRED QUESTION NO. 37 FOR ANSWER IN LOK SABHA ON 03.02.2017
(a):- Appointment of Directors/Women Directors in CPSUs and PSBs are made on the basis of prescribed guidelines. In the case of PSBs, additional guidelines are prescribed by Reserve Bank of India (RBI). Government has prescribed the time-lines for various associated activities such as furnishing the proposal, processing of proposals for obtaining recommendations of Search Committee and processing the recommendations of Search Committee for obtaining the approval of competent authority to ensure timely appointments to the Boards of the CPSUs and PSBs.
(b):- As per information extracted from the MCA21 Registry maintained by Ministry of Corporate Affairs, 1102, 1109 and 1316 appointments of Directors/Additional Directors, were made in CPSUs in the years 2013-14,2014-15, 2015-16 respectively of which 97,110 and 155 were women Directors for the respective years. Information regarding Directors appointed in PSBs is not maintained in the MCA21 Registry. As per information received from Department of Financial Services,11 PSBs have appointed 18 women Directors, 6 PSBs have appointed 7 women Directors and 8 PSBs have appointed 9 women Directors in the years 2013-14, 2014- 15 and 2015-16 respectively.
(c) and (d):- The Government in DPE maintains a data bank of persons desirous of being considered for appointment as non-official Directors on the Boards of CPSEs on its website.
